IMPORTANT NOTICE FOR TAXICAB DRIVERS

TPEP SYSTEMS WILL PREVENT:

  • LOGIN BY TAXI DRIVERS WITHOUT ACTIVE HACK LICENSES, OR

  • UNTRAINED DRIVERS IN WHEELCHAIR ACCESSIBLE VEHICLES

On December 13, 2012, the Taxi and Limousine Commission (TLC) passed rules to continue the in-car credit card payment and other features of the Taxi Passenger Enhancement Program (TPEP). To prevent unlicensed and potentially unsafe activity, these rules require TPEP Providers to prevent a driver from logging into a TPEP and Taximeter in the following situations:

  1. When a driver does not have a valid and active hack license (§75-25(b)(1)(i)).

  2. When a driver has not completed the proper Accessibility Training and tries to operate a Wheelchair Accessible Vehicle (§75-25(l)(2)).

TLC publishes updated lists of all active and trained drivers every day except Sunday at or about 3:00 p.m. Once they receive the lists, TPEP Providers will prevent any driver that does not have a valid and active hack license, or the proper Accessibility Training if the driver is operating a Wheelchair Accessible Vehicle, from logging into the TPEP system until the driver appears on the appropriate active lists.

UPCOMING CHANGES TO THE YELLOW MEDALLION TAXICAB CURRENT LICENSEE LISTS

The Taxi and Limousine Commission (TLC) publishes lists of its current licensees to the TLC website Monday – Friday. These lists provide a snapshot of the licensees that are current and allowed to provide the services regulated by the TLC at the time they are generated. The current licensee lists can be found at the Current Licensees Page:

Starting May 31, 2013, TLC began to provide links on its website that would allow you to access some of the information currently provided on the TLC's website using a new data interface called the NYC OpenData Mine. The four lists continued to be posted to the TLC's website until Tuesday June 18, 2013.

Beginning on Tuesday, June 18, these four lists were no longer available on the TLC's website on our current licensee page. After June 18 it has been necessary to use the NYC OpenData Mine to access this information. Instructions and information about how to access and use the NYC OpenData Mine can be found on TLC's website at the following link:

The TLC urges all users of these licensee lists to start utilizing the lists available through the NYC OpenData Mine immediately as there are a number of benefits:

  • Updates to the current licensee lists are published six days a week, Monday – Saturday, on OpenData instead of only five days a week, Monday – Friday.

  • OpenData contains historical information.

  • OpenData makes available an application programming interface (API) for users that want to set up automated processing.

  • OpenData allows users to download and access the current licensees in a variety of formats and views.

IMPORTANT UPDATE ON THE FIVE BOROUGH TAXI PLAN

Today, the New York State Court of Appeals, the highest court in New York State, upheld the State Law granting the TLC permission to issue, over the next three years, 18,000 new street hail livery permits. These permits will be available to current licensees who are interested in providing street hail service to hailing passengers in northern Manhattan, Brooklyn, Queens, The Bronx, and Staten Island.

Starting June 7, 2013, TLC's Division of Licensing and Standards began to accept appointment requests for the submission of a street hail livery permit application or street hail livery base endorsement application.

In addition, you may also call 311 for assistance in submitting the appointment request to the TLC or to obtain additional information on the permits.

Please note that licensees who previously requested an appointment to submit a street hail livery permit or base endorsement application will have their place preserved in the order that it was received. Licensing staff will contact those who have requested appointments to begin the process.

E-HAIL PILOT PROGRAM RESUMES AND TLC APPROVES THIRD APP PROVIDER

TLC Licensed Medallion Taxicab Drivers May Participate in Pilot Program

The temporary restraining order suspending the Taxi and Limousine Commission's (TLC) e-hail pilot program was lifted on June 6. As a result, the pilot program which was temporarily suspended on May 1, resumed on June 6 allowing drivers to accept passengers using an approved app.

Also on June 6, TLC approved the TaxiMagic app by RideCharge, Inc. as the third participant in the e-hail pilot program. TaxiMagic joins Uber and Hailo as TLC authorized e-hail apps.

The TLC would also like to remind all industry participants that only licensed medallion taxi drivers in licensed medallion taxicabs may use this app, or any subsequently named e-hail apps, in compliance with the e-hail pilot resolution which can be found on the TLC website at:
